Sally Bell is one of the principal characters of Dotty Creek, appearing in the original comic strips and all five surviving animated shorts. She serves as the town’s resident singer, actress, and local celebrity, most often performing at the Dotty Creek Theatre or becoming the center of whatever social event an episode happens to revolve around. Sally is portrayed as glamorous, flirtatious, warm-hearted, and remarkably difficult to embarrass, usually acting as the emotional center of the cast whenever the others become too chaotic.

Modern fans frequently compare Sally to other glamorous cartoon starlets of the early 1930s, though surviving production material suggests Theodore Dotty’s inspiration was considerably more personal. Several sketches bear an uncanny resemblance to photographs of Dotty’s late wife, who died shortly before the animated series premiered. Theodore never publicly confirmed the connection, making it one of the fandom’s oldest theories.
