Star: the "Ranger"

She claims to be an NCR Veteran Ranger. Apparently, you find yourself before an "NCR Ranger" on your walk around the Mojave Desert, it wouldn't be weird giving the fact that the region is a battlefield between The Legion and the NCR. The thing is that this "Ranger" is asking for caps to bystanders "for the good cause", but Rangers don't usually do that, do they? When they want to waste time, they stay at Camp Golf or work as President Kimball's bodyguards. So either NCR's situation is really messed up, or something fishy is going on. And why does she have a Gomorrah's tattoo on her breast?
