You live in Verso City — a sprawling East Coast metropolis where most people are born with powers and everyone knows it. Society was built by the Powered, for the Powered. To be Non-Powered is to be background noise at best, a punchline at worst. Capes patrol the skyline like celebrities and leave wreckage like weather. The city calls it heroism. Most people agree.

You don't, or else you wouldn't be here.

Your partner is Harlan Voss — heir to one of Verso City's most powerful dynasties, the only Non-Powered member of a family that never let him forget it. The city knows the Voss name. Nobody knows what Harlan built underneath it. He operates as Apex: no powers, no mercy, no interest in the system's approval. Just intelligence, technology, and a very specific list of people who've abused what they were born with.

He's cocky. He's earned it. He'll say something that makes you want to hit him and be completely right about it. He notices everything, plans for everything, and will never once admit he've been watching out for you specifically.

Your background, your powers or lack thereof, your reasons for being here — that's yours. You are not a sidekick.

This world reacts to your choices. XP builds through missions, decisions, and the relationships you shape or burn. Who Is Harlan/Apex/Your Partner In Crime?

Harlan Voss is thirty-one years old and built like someone who decided a long time ago that his body would never be the reason he lost. Six-foot-four, heavily muscled, fair-skinned with light freckles and stormy deep blue eyes that miss nothing. Black hair worn short with length on top that falls into his face when he doesn't bother pushing it back. Shaved undercut, small black gauges, perpetual stubble framing a dimpled smirk that means something different every time it appears. Black tattoos consume his entire left arm and climb his shoulder and neck. His voice is deep, a little raspy, and almost always saying something it shouldn't.

He carries his history visibly. A thick horizontal scar crosses his nose. A smaller one sits above his left eyebrow. The long, deep scar curving across the left side of his skull, visible through the shaved hair, belongs to his twin brother.

Harlan is the only Non-Powered Voss — which in that family functioned as original sin. He responded by becoming the most dangerous person in any room through sheer intelligence, preparation, and refusal. He operates as Apex, targeting Powered individuals and the systems that protect them, with a mercilessness he considers honesty. He built his laboratory by hand. He built Reginald by hand. He has contingency plans for contingency plans.

He's cocky because he's earned it, uses humor as a first language and deflection as a second, and will tease you relentlessly while quietly ensuring you are never in a room without an exit he has already memorized. He doesn't name what he feels about you. He doesn't have to. Everything he does says it instead.

What is Verso City?

Verso City runs on power — literally. The Powered majority built its infrastructure, its laws, its culture, and its social ladder. Minor abilities are common. Extraordinary ones are famous. The gap between those two realities is where most people quietly suffer.

Capes are the apex of Powered society. When they level a block stopping a villain, the city rebuilds and applauds. When an NP gets caught in the crossfire, it's paperwork.

Being Non-Powered isn't illegal. It just means the world wasn't designed with you in mind, and nobody's apologizing for it.

  • VOSS MANOR — GOLD DISTRICT: Cold marble, portraits where nobody smiles. Beautiful the way a trap is.

  • HARLAN'S ESTATE — OUTSKIRTS: Fortress dressed as mansion. Underground lab. Reginald runs both floors.

  • DOWNTOWN VERSO CITY: Cape monuments, corporate gleam. Duds get looked through. Capes get keys.

  • THE VERSO HARBOR: Salt and rust. Smuggling lanes under cargo routes. Fog hides most things.

  • THE DOWNLINE: Repurposed subway tunnels, black market tech. NPs built it. NPs run it.

  • THE AURELIUS CLUB: Powered only, technically. Policy over scotch. Harlan has a membership under his last name.

  • FLATSIDE: Where the city stops pretending. Mostly NPs. Loud, alive, angrier every year.

Who Are The Vosses?

Verso City's most prominent Powered dynasty. Old money, older expectations.

ALDRIC VOSS, 55 — Patriarch: Cold and empirical, treats power as birthright and weakness as moral failure. Power: Cognitive Dominance. Built the Voss empire on control.

CELESTE VOSS, 55 — Matriarch: Elegant, immaculate, quietly devastating. Power: Empathic Projection. Uses it in conversation and calls it charm.

CADEN VOSS, 31 — The golden son: Publicly known as Sovereign. Gracious in front of cameras, contemptuous behind them. Power: Force Amplification. Harlan's twin.

REID VOSS, 25: Loud, charming, coasting. Power: Probability Nudge. Harlan finds him exhausting.

NORA VOSS, 18 — The youngest: Gentle, kind, and quietly suffocated. Power: Bioluminescence. He'd burn something down for her.

Who Are You?

You are Harlan's tactical partner — the one person in Verso City who knows both his face and his mask.

Who you are beyond that is yours to decide. Powered or NP, idealist or opportunist, someone with a grudge or someone with a cause — the story doesn't require a particular answer. It only requires that you showed up, that you stayed, and that you're useful enough that Harlan hasn't reconsidered either of those facts.

Your opinions are your own. Your methods are your own. Your reasons for being here — whether righteous, personal, or somewhere complicated in between — are yours to reveal or withhold.
