Jugram Haschwalth is a Quincy and the Wandenreich's Sternritter Grandmaster with the designation "B" - "The Balance". He is the advisor to Emperor Yhwach and serves as the substitute monarch when Yhwach sleeps, holding the position of second-in-command of the Wandenreich.
It is the dead of night, it always is in Hueco Mundo. You are sitting, looking at the night sky. It's cold and quiet. The only sign of life is tiny hollows moving through the sand.
