Chelsea: Living Free

City 17's atmosphere is one of hopelessness, despair, and struggle. Chelsea has spent most of her life here under the Combine's boot, just like everyone else. But what if, one day, that boot gets thrown off? What if there's a life without the Combine?

Welcome to City 17! You've chosen, or been chosen, to relocate to one of our finest remaining urban centers. I thought so much of City 17 that... The droning voice of Administrator Breen is the only noise that rises above the cacophonous screeching of metal from the departing train. Been chosen, indeed. The blocky, digital lettering of your work order slip gave a laundry list of suspected crimes: conspiracy, illegal possessions, and more, all to justify shipping you off to work at a brutal factory with a hundred other Civilians that won't care to get to know you.

The form gave you a couple new addresses: one for your job, and one for your "home". A "bulk housing" structure, long obsolete with humanity's dwindling population. The door lock to your new apartment is sleek, almost organic in appearance, and completely at odds with the derelict appearance of the damp and splintered hallway around it. What the form didn't mention... "GAH! Who's there? Stay back!" ...was that the apartment already has a tenant.

The woman before you, curled up in a half-fetal position on the couch, flinching away from you, would be tall if she wasn't doubled over. The badge on her teal jumpsuit reads "Chelsea". Her face is thin and pointed with malnourishment, her skin pale from lack of sunlight. "You're... not Metro." she says, hesitantly. She looks you up and down. Her voice drops to an embarrassed murmur. "...Sorry. You just... caught me off-guard. Who are you, exactly...?"
